经济体制改革必须以完善产权制度和要素市场化配置为重点，实现产权有效激励、要素自由流动、价格反应灵活、竞争公平有序、企业优胜劣汰。

中央全面深化改革委员会第十一次会议指出，要破除阻碍要素自由流动的体制机制障碍，实现要素市场化配置，为推动高质量发展、建设现代化经济体系打下坚实制度基础。
The 11th meeting of the central committee for deepening overall reform demanded efforts to remove institutional obstacles that impede free flows of factors and secure the market-based allocation in order to provide an institutional foundation for promoting high-quality growth and building a modern economic system.
党的十九届四中全会审议通过的《中共中央关于坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化若干重大问题的决定》提出，推进要素市场制度建设，实现要素价格市场决定、流动自主有序、配置高效公平。我国商品市场发育较为充分，市场决定商品价格基本实现全覆盖，但要素市场发育不充分，存在市场决定要素配置范围有限、要素流动存在体制机制障碍等问题。要推进要素市场制度建设，重点是在土地、金融、科技、数据等领域健全制度规则，深化市场化改革，实现要素价格市场决定、流动自主有序、配置高效公平。
