近日，中共中央办公厅、国务院办公厅印发了《关于强化知识产权保护的意见》（以下简称《意见》）。《意见》指出，加强知识产权保护，是完善产权保护制度最重要的内容，也是提高我国经济竞争力的最大激励。
The general offices of the Communist Party of China (CPC) Central Committee and the State Council have jointly issued a directive calling for intensified protection of intellectual property rights (IPR). "Strengthening IPR protection is the most important content of improving the IPR protection system and also the biggest incentive to boost China's economic competitiveness," reads the document.
《关于强化知识产权保护的意见》以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中、四中全会精神，聚焦知识产权保护现实问题，明确了当前和今后一个时期做好知识产权保护工作的基本原则和总体目标，提出了一系列重要政策措施和有针对性的创新举措，旨在进一步发挥知识产权保护在推动我国经济高质量发展、优化营商环境和促进高水平对外开放中的作用。
《意见》包括99条重点措施，立足现实发展需要，从知识产权保护严、大、快、同四个方面着手，对新时代强化知识产权保护作出了系统谋划和整体部署。《意见》明确了两个阶段的目标，第一阶段，力争到2022年，侵权易发多发现象得到有效遏制，权利人维权“举证难、周期长、成本高、赔偿低”的局面明显改观。第二阶段，到2025年，知识产权保护社会满意度达到并保持较高水平，保护能力有效提升，保护体系更加完善，尊重知识价值的营商环境更加优化，知识产权制度激励创新的基本保障作用得到更加有效发挥。
