Outlay 由 out + lay 构成，把这两个单词反过来则是“lay out”。这个短语动词常用于表达“将……铺开、摆开、展开”或“清晰谨慎地提出、策划（计划、论点等）”，也可以使用被动形式表示“布置、策划、设计”，比如设计精美的杂志（a well laid out magazine）。
