11月6日，上海市在“2019上海城市推介大会”上启动外商投资促进服务平台，旨在改善营商环境、促进外商投资，贯彻落实将于明年1月1日实施的《外商投资法》，更好地为外国投资者服务。
As an important measure to implement the Foreign Investment Law that will take effect on Jan 1, Shanghai has established a foreign investment promotion service platform to better serve foreign investors. The platform, which was launched at the city's promotion convention held on Wednesday, is part of the city's latest efforts to improve its business environment to promote foreign investment.
2019年3月15日，十三届全国人大二次会议通过的《中华人民共和国外商投资法》（简称：《外商投资法》），是我国历史上第一个全面系统的外资立法，具有里程碑的意义，是贯彻落实党中央扩大对外开放、促进外商投资决策部署的重要举措。《外商投资法》定于2020年1月1日起生效实施，将取代1979年颁布实施《中外合资经营企业法》，以及1986年和1988年出台《外资企业法》和《中外合作经营企业法》，是一部外资领域新的基础性法律，为新形势下进一步扩大对外开放、积极有效利用外资提供更加有力的制度保障。
“上海外商投资促进服务平台”将以服务外国投资者和外商投资企业为落脚点，全面展示上海投资环境、投资政策，整合上海全市外商投资产业和承载地资源等信息，实现投资项目和落地区域在线配对和定向对接，帮助投资者选址决策，打造一站式外商投资促进综合服务平台。“上海外商投资促进服务平台”将与“中国上海”“一网通办”“中小企业服务云”等重要网站共享数据平台，共同打造全球“投资上海Invest Shanghai”外商投资促进服务平台。
