营商环境只有更好,没有最好。各国都应该努力改进自己的营商环境,解决自身存在的问题,不能总是粉饰自己、指责他人,不能像手电筒那样只照他人、不照自己。
Improvement of the business environment is an on-going process, and there is always room for things to become better. Countries need to improve their business environment by addressing their problems. They should not just point fingers at others to gloss over their own problems. They should not hold a “flashlight” in hand doing nothing but to check out on the weakness of others and not on their own.

为了不断解放和发展社会生产力,推动高质量发展,国务院于10月23日公布《优化营商环境条例》。《条例》对标国际先进水平,为各类市场主体投资兴业营造稳定、公平、透明、可预期的良好环境。
The State Council on Wednesday made public a regulation on optimizing the business environment in the latest step to unleash and develop productive forces and advance high-quality development. Aligning with advanced international levels, the regulation specifies the principles and directions for fostering a stable, fair, transparent and predictable business environment.
党中央、国务院高度重视优化营商环境工作。近年来,各地区、各部门按照党中央、国务院部署,顺应社会期盼,持续推进“放管服”等改革,我国营商环境明显改善。为了持续优化营商环境,不断解放和发展社会生产力,加快建设现代化经济体系,推动高质量发展,有必要制定专门行政法规,从制度层面为优化营商环境提供更为有力的保障和支撑。
《优化营商环境条例》认真总结近年来我国优化营商环境的经验和做法,将实践证明行之有效、人民群众满意、市场主体支持的改革举措用法规制度固化下来,重点针对我国营商环境的突出短板和市场主体反映强烈的痛点难点堵点问题,对标国际先进水平,从完善体制机制的层面作出相应规定。一是明确优化营商环境的原则和方向。二是加强市场主体保护。三是优化市场环境。四是提升政务服务能力和水平。五是规范和创新监管执法。六是加强法治保障。
