提供全方位公共就业服务,促进高校毕业生等青年群体、农民工多渠道就业创业。破除妨碍劳动力、人才社会性流动的体制机制弊端,使人人都有通过辛勤劳动实现自身发展的机会。完善政府、工会、企业共同参与的协商协调机制,构建和谐劳动关系。
We will provide extensive public employment services to open more channels for college graduates and other young people as well as migrant rural workers to find jobs and start their own businesses. We must remove institutional barriers that block the social mobility of labor and talent and ensure that everyone of our people has the chance to pursue career through hard work. We will improve mechanisms for joint discussion and mediation involving government, trade unions, and employers in an effort to ensure harmonious labor relations.

人才流动是一种复杂的社会现象,一般是指人才在不同国家、地区、产业、职业、岗位之间的流动或转移。“流水不腐,户枢不蠹。”随着知识经济时代的到来,经济全球化的进程不断加快,人才资源已经成为推动人类文明和支持经济社会发展的重要要素,相对于物质、资本等要素而言,人才要素更为积极和活跃,在全球范围内的流动、循环、配置必将更加广泛。
根据新时代发展的需要,党的十九大报告提出了人才集聚的新理念:“实行更加积极、更加开放、更加有效的人才政策,以识才的慧眼、爱才的诚意、用才的胆识、容才的雅量、聚才的良方,把党内和党外、国内和国外各方面优秀人才集聚到党和人民的伟大奋斗中来。
《关于支持深圳建设中国特色社会主义先行示范区的意见》指出,支持深圳实行更加开放便利的境外人才引进和出入境管理制度,允许取得永久居留资格的国际人才在深圳创办科技型企业、担任科研机构法人代表。
