国家发展改革委近期召开稀土行业专家座谈会，会上表示，我国将加快构建产业结构合理、科技水平先进、资源有效保护的稀土行业发展格局。
The National Development and Reform Commission (NDRC) held an expert symposium, saying the country will increase efforts to improve the industrial structure, protect the resources and raise the scientific and technological levels of rare-earth exploitation.
【知识点】
稀土指的是镧系元素和钪、钇共17种金属元素的总称。作为不可再生的稀缺性战略资源，它有“工业维生素”“新材料之母”之称，广泛应用于尖端科技领域和军工领域。稀土元素在地壳中分布十分广泛，但是却很不均匀，其中稀土储量较多的，亚洲有中国、印度，北美有美国、加拿大，还有俄罗斯、澳大利亚、南非、埃及等几个国家。我国稀土矿藏丰富，雄踞着四个世界第一：资源储量第一，占23%左右； 产量第一，占世界稀土商品量的80%至90%；销售量第一，60%至70%的稀土产品出口到国外；应用第一，大部分的稀土在供国内使用。中国还是目前全球唯一可以供应全部稀土元素的国家。
【重要讲话】
稀土是重要的战略资源，也是不可再生资源。要加大科技创新工作力度，不断提高开发利用的技术水平。
We should put more effort in scientific and technological innovation to raise the technological level of exploitation of rare earths, which is strategically important but nonrenewable.
